Hi after I saw your message I went back to one of my test systems at the office that was running xampp 1.4.16 and logged on. I knew that I had seen that notice before and there it was on my log in screen. Try turning off your firewall and then logging on. If it works like I think it will it means that your firewall was preventing Apache.exe in wamp from accessing the localhost at 127.0.0.1 port 3306. Hope that helps.
If you would like to refer to this comment somewhere else in this project, copy and paste the following link:
Can I install Open EMR on Wamp 5? I tried to but got the following error:
';"> OpenEMR requires Javascript and a GUI browser. We can't promise you anything but try following this link to continue.
When I click the link, it gave the following error:
Parse error: parse error, unexpected $end in C:\wamp\www\htdocs\openemr\setup.php on line 398
This error occurs even when I switcher to php 4.

I turned off my sysgate firewall and my windows firewall but I still get the same problem.
Which browser are you using?
Also what version of Windows are you using and do you have the latest version of the Java run time environment?
