#254 Place of Service/Facility Display

"Facility" confuses folks. "Place of Service" gives them the idea this is used for location code...which is all it really is.
This needs translation, which I will attack, but I have not figured out how to do that yet without getting involved with "The Goog's" Docs.
Eventually simple (?) images with hovertext, or js usage hints for everything here and in all billing config stuff would be nice.
