#408 Newcrop account Facility issue

Non service location (billing location only) will not show up in newcrop configuration when choosing a primary facility. This drop-down provides an NPI that newcrop uses as an account number. This drop-down should ONLY include billing facilities, yet it selects only POS locations, with or without status as a billing facility.
