#198 Support opendmarc-import when TLS connections are required

It would be great if the opendmarc-import tool supported providing TLS parameters, specifically mysql_ssl=1, mysql_ssl_client_key, and mysql_ssl_client_cert. These can be added to the DSN like the host, port, etc.

(A workaround for this is to just add the parameters to the port).
