#173 reports send to wrong destinations

the domain "pressemonitor.de" publish a rua address "it pressemonitor.de". That let opendmarc-report send messages to the wrong destinations.
In my case: it@$mydmarchost" and "pressemonitor.de@$mydmarchost"

there should be a sheck the rua address contain a @ character (or is valid in general)...

Not only that, it should also do checks to verify external desitinations as mandated by the RFC.
