#142 Please use libidn for Mozilla's TLDs list

Mozilla's https://publicsuffix.org/list/public_suffix_list.dat list is UTF-8 encoded, not in Punycode, and I see only configure check for libidn, but not its actual usage for "PublicSuffixList" file reading.
RFC 7489 requires UTF-8 -> IDNA conversion of all domain names.
