Hi Sheng,
The problem you describe here looks like an occ bug found in version 2.8.
Basically, certain occ command-line options are not passed to the C++
preprocessor as they should be (in your case, the -I option). A fix for this
problem was described in:

I have used this fix myself, and it has been quite helpful.
