I am not sure if we can do it this way, since the project cannot add
content to the Mailing List section (otherwise than by setting up new
mailing lists) but I think we can:

(1) Put the info on opencxx.sf.net
(2) Add footer with subscribtion instructions to distributed messages.

This should eventually become redundant if we manage to move the entire
list management to SF.
