- Remove braces around URLs generated as  CVSweb references.  This
  hopefully avoids problems with SF's mail-archiving software, which,
  when attempting to recover URLs from email messages, includes the
  closing ">" in the URL.  This made it impossible to follow links
  from the mailing-list archive to the patches on CVSweb.
  (Should be active beginning with the next check-in.)
