#73 78 level syntax

I have found the following syntax fails under RES, but it works in MF-Cobol.

01 WS-CONSTANTS.
03 CN-SET-YES PIC X(01) VALUE "Y".

78 CN-FALSE VALUE 0.
78 CN-TRUE VALUE 1.

01 WS-SQL-VARIABLES.
03 ORACONN-USERNAME PIC X(80).
03 sv-Integer pic S9(9).
03 FL-EOF PIC 9(2) COMP-X.
88 EOF VALUE CN-TRUE.
88 NOT-EOF VALUE CN-FALSE.

In this case, the 88 level refers back to the definition of the 78 level item above it, but RES does not recognise this, and rejects the 88 level definition.
