[Botan-announce] Botan 1.2.4 released

I recently found out that NR would reject good signatures every once in a
while (1/256 of the time, specifically). This was due to a bad interaction
between NR and the EMSA1 encoding function which is is typically used with.
This bug did not affect DSA, and while in theory it could affect RSA, that
is exceedingly unlikely (I think).

Upgrading is pretty optional, unless you're using NR, in which case it
would be a good idea.
