As Bastien asked me to do, here is the status of my cernlib patches.  
My patches are, if I recall well

cernlib-man_static.patch (non copyrightable)
cernlib-script.patch
cernlib-gxint-script.diff (non copyrightable)
patchy-p4comp.patch
patchy-use_OPT.patch
patchy-rceta.patch         (non copyrightable)
cernlib-enforce-FHS.diff   (non copyrightable)

They were done in fedora so are covered by
https://fedoraproject.org/wiki/Legal:Fedora_Project_Contributor_Agreement
since they have no specific license, they are covered by the 
  "Current Default License",
which is the
  MIT License (also known as the expat license).
