To date the emphasis has been on what's interesting in CCG and what's been needed in applications where OpenCCG has been used.
There's some chance the passive may get added in the next couple of months. It could be handled via lexical rules a la HPSG, using categories similar to those extracted from the CCGbank (see Hockenmaier's work on CCG parsing).
