1.37 - 1.50.1: ISO is capped at 460 and that causes dark videos in twilight.

With original camera API videos is much lighter.

The other app also starts recording at a limited ISO, but when I tap the screen, it focuses and sets the correct exposure.
Manual exposure also works in OC.
