I took pictures using zoom on an open camera.
But even that value
is 4.58
can i know what the problem is ?

in exif information
Hopefully a 35 mm equivalent focal length value will be recorded normally.

The focal length is a property of lenses, traditionally we have fixed focal length lenses and zoom lenses. Now some devices have multiple cameras, each with a dedicated lens, and some devices even have lenses that have optical zoom. Your device has two fixed focal cameras, but with most devices 3rd party apps only have access to the "main" camera.
The zoom function that camera apps provide is "digital zoom", in other words a crop + corresponding digital upscaling. The actual focal length of the lens does not change, just the viewing angle, on the expense of image quality. So, also the bokeh nor perspective do not change either, like they do when using optical zoom lenses.
