Max Exposure limited to 15.1s on OnePlus 6T. Caused by Camera2 API or Open Camera?

On my OnePlus 6T, the highest exposure time I can select is 15.1s, despite
30s being possible in the stock Camera App.

Is this a limitation of Open Camera, or is it caused by this particular
phone's limited Camera2 API support?

Similar problem for me on my Samsung Galaxy S7 (herolte) under e/OS, where my max exposure is 0.2 sec on OpenCamera, whereas i could have up to 10s when my phone was running the Samsung OS
