When I use Open Camera with the Camera2 API on the Fairphone 3 I experience some issues. It’s not able to focus when trying to focus on objects close-by. Well, after some time the program thinks it got the focus right, but unfortunately that’s not the case and results in blurry pictures. I don’t experience this problem with the original camera API (or the default camera app for that matter). Focusing manually works as well.
Thanks for the info/update. Maybe some other camera applications to test would be Footej, Camera FV-5 (seem to be using Camera2 API by default AFAICT), Snap Camera HDR (Trial) (see Settings/Other/"Use Camera2 API").

The findings of user Paule on the Fairphone forum suggest that there is a problem with the Camera2 API in general (at least on the FP3).
