Try this test.
- Draw a perfect circle on your computer screen.
- Then load up OpenCamera and set it to record video.
- Don't press RECORD yet, just look at the circle through the preview in the app. For me (Nexus 4), it appears as a vertically squashed oval (too wide).
- Now press RECORD and watch the preview change to horizontally squished oval (too narrow).
- End your recording and watch the resulting video. It's a perfectly round circle.
So something is wrong with the preview both while recording and while not recording video.

It still has aspect ratio problems. Now it's both in photo mode and video mode (was it in both modes before?). FWIW, lgCamera (free) suffers the same problem in video mode. However, the stock camera app does not have any problems, so it is possible.
From what I understand, the Nexus 4 screen is 16x10. So when viewing 16x9 content, black bars must be added top and bottom (although not recorded) to keep the proper aspect.

V1.7 is now released with the fixes for aspect ratio. There's also a new option under "More Camera Controls->Preview size" which allows setting the aspect ratio based on the resolution of the resultant photo/video.

The screen "rolls" now. Not exactly sure how to trigger it other than just waiting. I was fiddling with the sliders. Maybe that was what did it.
