If this still persists after a reboot of your device, I'm not sure - perhaps try a reinstall of Open Camera first, to see if that helps?

This camera implementation is not working on our "locked" tablets. All applications have been stripped from these tablets. Are there any dependencies from this camera to other applications?

I'm not aware of any dependencies on other apps (other than needing a Gallery app, but that shouldn't stop it working, it just means it should report an error if you click the gallery). It does need some hardware features (android.hardware.camera, android.hardware.camera.autofocus, android.hardware.microphone). In what way doesn't it work - does it fail to install, or fail to start, and are any error messages given?
Do other 3rd party camera apps work?
