Max Exposure limited to 15.1s on OnePlus 6T. Caused by Camera2 API or Open Camera?

On my OnePlus 6T, the highest exposure time I can select is 15.1s, despite
30s being possible in the stock Camera App.
Is this a limitation of Open Camera, or is it caused by this particular
phone's limited Camera2 API support?
