Only if you enable Camera2 mode (under Settings/Use Camera2 API) (not all devices support this). It's not available through the standard mode I'm afraid.

I just spent the last 45 minutes trying to find the answer to this damned question. Is there anything you can do to make finding these kinds of things easier? It should have been in the settings somewhere. For instance Settings > Sounds and then either the option to disable, or the explanation about turning on the Camera2 API. It's seriously counter intuitive.

I agree it's not ideal. It doesn't help that some device manufacturers never implemented Camera.enableShutterSound(), even 7 years on. Long term the solution is to switch over to using Camera2 by default, which I hope to start doing on at least some devices soon.

it's really easy to disable the shutter sound for taking a photo, it would be great if disabling a video start/stop sound were just as easy. The annoying part is that I have this sound actually being recorded on all of my videos -- and people being videoed get distracted by the sound playing, which is a bummer for family videos. Thanks!

...and, on my Fairphone 2, I can't find any "Camera2 API"setting anywhere...
(and the flashlight stays on even when I enter the settings)
