This is available on support devices - make sure Settings/"Camera API" is set to "Camera2 API", and then choose photo mode X-Bokeh. Note that only a few devices support this at the moment e.g. some Samsung Galaxy devices (it requires the device support bokeh for third party camera applications).

I doubt that list includes the Fairphone 4, then? Its Camera2 support is rudimentary, at best... Thanks.
Doesn't appear to be present on the Fairphone 5 either. Is it labelled "Face detection mode", or is that separate?
That's a separate option (which focuses based on face detection). Bokeh if available will be X-BOKEH on the popup menu (three dots icon).
