[Openbsdbinpatch-misc] Patch for /var/db/binpatch stuff

Here's a patch that creates /var/db/binpatch, creates a file for the patch being 
created and copies the PLIST into it and copies that file to /var/db/binpatch in 
the actual binpatch tarball.
