[OpenBabel-scripting] .Net bindings

I've been finishing up the .net bindings and I'm wondering if we
should make them CLS compliant. The only thing standing in the way is
methods that return unsigned numeric types.

Before I make any changes I wanted to ask what languages other than
IronPython are people interested in seeing compatibility for.
