The server you are trying to connect ot is not responding.
You will have to check if you have properly followed whatever instructions you were given to connect to that site.
It could be that it does not respond if you have not set something correctly such as the AS2 ID's or the encryption/signing certificates but without knowing if the partner is logging an error it is complete guesswork.
