I have made a version of the subject code that uses an environment
variable (NCAP_ROOT) to locate the top of the library.

Is there interest in:

1.	Making a .mwc build script (like ACE/TAO uses) for this package
2.	Making a static build for Windows (I need this for sizing
purposes).
