updating overall OpenPCE framework

The OpenPCE framework is being updated by organizing all libraries into one project, opce. The other libraries, pcff, pcsec, will be phased out from here, but included in the opce. The opce framework will have three main directories: opce-api, opce-kernel, and opce-client. The pcff, pcsec, libraries are now contained in the opce-api in the modules sub-directory. In the near future, two additional libraries will be added: pcdao (database interface to mysql, oracle, and postgresql), and pcmpi (MPI interface, initially for OpenMPI).
