"official" FVS and OpenFVS? We are considering using OpenFVS for a
cloud-enabled system but wanted to make sure it would be giving us the same

Yes, the open-fvs repository is what we use for our production builds and release of FVS. We do these releases on a quarterly basis. The header information in the FVS main output file identifies the SVN version number and date of build for the executable and dll files distributed in the installation package available from the FVS website (https://www.fs.fed.us/fvs/software/complete.php).
We maintain two branches for FVS staff use. One is FMSCdev which we use for development between releases and once we have adequately tested and staff is in agreement with modifications made in the development branch, it is merged into the trunk. The second, FMSCrelease, is updated from the trunk for release builds and remains static until next release is due.

All of the source code for FVS is in the repository. The "official" Forest
Service release is built from a branch called FMSCrelease and it is also in
the open-fvs repository. It is normally "in sink" with the trunk, but
by-custom, only FMSC staff members commit changes to the FMSCrelease
branch. Yet in fact anyone with write access to the repository can commit
to any branch.
FVS is most often built using the same compilers as used to build R. On
windows, the Rtools tool chain is used. On other systems, generally
gfortran and gcc are used. However, there are some developers that use
other tool sets.
If you are interested in building a "cloud-enabled system", you might look
at FVSOnline. I can answer questions regarding that system. ... and you are
welcome to use any of the code in FVSOnline to achieve your own goals. It
is written in R and uses R-shiny.
