[Opalvoip-devel] Patch for SNMP SET

Hi,

for GnuGk I needed SNMP SET to work in PSNMPServer (wasn't sending a
response), so I fixed it in our PTLib 2.10 fork.

Since the SNMP code hasn't changed in over 10 years, the patch also
applies to the current PTLib, see attached.
