#599 Multiple SIP UNREGISTER attempts
When an OPAL application works with a SIP registrar, it makes several extra attempts to unregister when shutting down, despite of successful first attempt. All these unregister transactions take 15 seconds total, so preventing the whole application from terminating quickly.

The problem described still persists in the recently released PTLib/OPAL 2.18.8/3.18.8. The new trace file is again created and attached.
