#2 time units not handle properly

Not all time units are being supported. Problems when parsing the netCDF file

changed to use ucar.nc2.units.TimeUnit. However, TimeUtil still has some useful methods to use long millisec instead of double seconds from ucar.nc2.units.TimeUnit.
