Hmmm, the error and output logs are essentially identical between the two cases as well.  Not real useful diagnostics.

The two files are only showing the results for the header file checks with no real error information.  If I comment out the config for the rexx library, this works without error. My first thought was might be some new header file in the checks that needed to be there, but I captured the output from the working case and the failing case, and the check results are identical.  Not sure how to proceed from here.
