CHARS( 'QUEUE:' ) has its own error 40.915, LINES( 'QUEUE:' ) ends up in 97.001, e.g., 'Object "SESSION" does not understand message "QUERY"'. Presumably queues are or at least could be implemented in a way where access by CHAR* BIFs cannot work. But access by LINEOUT and LINEIN is implemented, replacing the old PARSE EXTERNAL access. Therefore I think you simply forgot to implement LINES( 'QUEUE:' ) as an alias for QUEUED().

This is just a bug in the implementation of the LINES() bif.
