#484 ooDialog setColor methods should not be restricted to the 19 palette indexes

The methods for setting dialog control colors are currently restricted to setting the colors to one of 19 palette indexes. This is a holdover from early Windows versions and early VGA display devices that had a limited number of colors that could be displayed.

The actual Windows APIs used allow the color to be specified as a RGB color. The set color methods should be enhanced to allow the programmer to use RGB colors while maintaining backwards compatibility for using palette indexes.
