#360 Return the line of code that caused an error

When invoking a program by the ThreadContext CallProgram API, if an error occurs,
the line of code that caused the error is not returned in RexxCondition.

The line number of the failing instruction is returned.
The text of the failing instruction would be nice to have.

    The traceback information is contained in the condition object for the trigger condition. That information is available by calling the cirectory APIs. The DecodeCondition information was never intended to be an exhaustive retrieval of all of the information contained in the condition.
