I'm inclined to reject this RFE unless there's additional justification for why this level of control is needed. Based on my experiences with similar capabilities in the Java world, this is more likely to cause more harm than good, as it messes up the language environment's ability to optimize object heap management based on the usage pattern of the data. Users generally assume they know more about what's going on with the garbage collection than they actually do.
