No

The Comparison section after words:

"Otherwise, both terms are treated as character strings, leading and trailing whitespace characters are ignored, and the shorter string is padded with blanks on the right."

shall be added by the following words:

"Also all tab characters are being replaced with space characters in both terms."

Otherwise the following results can not be explained:

'09'x > '0A'x   ->  1
'09'x > '1F'x   ->  1
'09'x = '20'x   ->  1

    VicTor, the term "whitespace character" is defined in ooRex Reference

    1.10.2. Whitespace

    A whitespace character is one that the interpreter recognizes as a "blank" or "space" character. There are two characters used by Rexx as whitespace that can be used interchangeably:

    • (blank) A "blank" or "space" character. This is represented by '20'X in ASCII implementations.
    • (horizontal tab) A "tab". This is represented by '09'X in ASCII implementations.
