Is there a windows vista IDE for OOREXX like the old VXREXX? or is the IDE in
    IBM ObjectRexx usable with OOREXX?

    TIA

There is no Windows Vista IDE for ooRexx.

It is possible, barely, to use the IBM Object Rexx IDE with ooRexx. But, it is
a lot of work, and you need to really understand Windows and how DLLs work to
    do it.

I would not advise it, unless you are really determined. Basically, you need
to install Object REXX, figure out the bare minimum files needed for just
the IDE, files that have nothing to do with the interpreter itself, copy them
off to another directory. Uninstall Object REXX completely, Install ooRexx.
Figure out how to get the copied files to work. I know it can be done, I did
it at one time and know of one other person that did it. The result is not
100% and, in my opinion, it's just not worth it. You're on your own if you
want to try that. And, again, I certainly don't recommend it.

If all you want is the resource editor portion of the IDE for ooDialog, then
just use any available resource editor. There is a free Windows resource
editor called ResEdit that makes a good choice.

There is some discussion of creating an ooRexx IDE for Eclipse. If you want to
participate in that work, or just the discussion, subscribe to the oorexx-
    devel list:

I also really doubt this will work for any of the 4.x versions of ooRexx.
