#950 System or User wide named queues ?

The named queues are working inside one user (WIn XP). It doesn't work if I'm switching between users. One script pushes something in the queue ABC under the user A. The user B pulls NIL from the same queue. Is it a bug or WAD? The doc (queues naming conventions) says about the queue names uniqueness for system.
