See the attached program. I use files that have "foreign" characters in them. For example: CAFÉ. The OORexx interpreter doesn't convert the É to é.

    For the purposes of uppercasing and lowercasing, the Rexx language only applies the operations to the characters a-z and A-Z. No characters other than this set are used. This is applied consistently across the language. If you wish to perform other translations, the Translate BIF can be used for finer grained control of the operation.
