The rexx file that causes the issue(yes, I know the
syntax is not correct), but Rexx does not handle it
appropriately...

test.rex

say 'hello world!"
exit 0

Rexx exits with the following error

 3 *-* say 'Hello World!"

6 ?Cannot open REXX message catalog rexx.cat.?
/home/testuser/test.rex ?Cannot open REXX message

    Did you override the default location for the ooRexx files
    during the configure process? If so then you need to make
    sure the catalog file is in your PATH.

    After some searching, it appears that the issue that I am
    having is a dupe of 1124256. That being said, I did not
    change the default location path of /usr/local/lib...

    Seens like the path for the .cat file is hardcoded in the
    source. I found a workaround for this putting the file in
    /opt/orexx/rexx.cat but, in my opinion, the best behavior is
    replace the path for a #defined value (maybe created by
    configure) or by a function who searches for the right file
    for the current selected language/codepage.
