I updated from Windows 7 to Windows 10 and rxwinexec fails trying to start a program from the users\Garry\Appdata\Roaming directory. I can open the program from file explorer with no problem. The biggest problem is each to rxwinexec fails it gives a different (appears to be random) return code.

You should read the Ref section for rxwinexec so you can more precisely explain
exactly how you're invoking rxwinexec (including args) and what you're getting
back. Include any screen behaviors that you observe.
The command is simple: rc = RxWinExec('C:\Users\Garry\AppData\Roaming\Graboid Inc\Graboid Video\5.3.0.0\graboid.exe,'SHOWMAXIMIZED')
Works fine on Windows 7. As I said gives random return codes usually 5 digits.
Those 'random return codes' can be important! Please read the Ref, as I suggested and post
some samples of them.
What version of ooRexx are you using?
I gave up on Windows 10, so I can not supply any more info. Ticket can be closed.
