I think our goal is to achieve both of those aims (although initially just for the compiler). We want a single compiler, written from the ground up, that will work on all popular platforms, so it would make the OOPic accessible to non-Windows platforms, and would provide an alternative to the existing tools (and a superior alternative!) on the Windows platform.
