[ooc-compiler] Reals.Ten analog

A function equivalent to the Real.Ten() can be approximated with the 
RealMath.power
function whose interface is shown below.

Mathematically, the Real.Ten(x) gives 1*10^(x) so the 
RealMath.power(10.0, x) would
also give 1*10^(x).

PROCEDURE power*(base, exponent: REAL): REAL;
  (* Returns the value of the number base raised to the power exponent
     for base > 0 *)
