#14 why does yours work and mine doesn't?

If I upload a file, then click the link for it, it
prompts me to download it, but it tries to download
fm.php, not the file I uploaded. Also, it does not
create a new folder, it just flashes and does nothing.
I have checked and rechecked the config and do not see
a problem. Am I missing something?? I edit the file in
Dreamweaver MX in code view if that helps.
