#32 Warn on function/prototype mismatch

I think it would be nice if OnBoardC could give a
warning (not stopping the compilation or anything) when
it encounters a function that, though having the same
name as some prototype somewhere, has different arguments.

This would make it easier to pick out mismatches in
large programs.
