I don't know whether this is a bug of not but I'm in a "You, Robot" normal run and don't understand why one of the satisfied conditions in the screenshot is "path Grey Goo".
I understand that to mean that all conditions are satisfied if the path is Gray Goo OR questL10Garbage is satisfied. That said, I sometimes have trouble figuring out why a step is or is not being shown so there might be an opportunity here.

The tooltip there is simply exposing the information in the data file for that quest chain. If any of those conditions are true, the step is considered completed. So in Grey Goo, the Garbage quest is considered completed by default. This information is also available for individual steps by mousing over the step's ID number.
By exposing this information, I hoped to reduce the confusion by allowing you to see what satisfies a given step or quest without opening the data file.
