I have fixed some problems with the debian support. debian/rules now
calls setupOmni (instead of configure) and correctly sets  CUPSEXEROOT
and CUPSDATAROOT.
 
I will contact the debian-devel mailing-list about adding omni to the official debian distribution so the write access to debian/* might be useful.

Fine. I have add some commands to debian/rules so that it manages the switch.
By the way, could you make debian/rules executable?
