Looks like the INSTALL file is missing in the latest release on
sourceforge... I'm surprised noone has reported this until now! This
week I am planning to release an updated version of omnibiff (since
the yahoo bifflet is out of date), and I'll make sure this file is
included. Basically, you need to run "./configure", followed by "make",
followed by "make install". Then, you can run "java -jar config.jar"
to run the configurator.
