See picture. In this particular example, there are various fuzzy matches. The top one (100%) is based upon reconstructing the segments into the paragraph.
The second one 48% has many many changes of words in the first sentence.
The third one 43% just lets you as translator translate the first sentence and copy the second one.

For me as a human user, it is quite hard to understand what I should do when I choose fuzzy match #2. I would prefer (not looking at #1) to use number 3 , 4 or 5 to start working on.

Therefore the suggestion to downgrade fuzzy matches that would require many little changes to the already translated segment.
